ECN conducts 2nd mock voter registrations
The Electoral Commission of Namibia (ECN) will be conducting a second mock voters’ registration exercise of the enhanced and upgraded Integrated Mobile Voter Registration System (IMVRS) in the Khomas Region. This is a continuation of the first mock-registration conducted in randomly selected localities in five regions during the period of 15 – 17 November 2023. The purpose of this exercise is to test the real-time functionality and usability of the voter registration system in preparation for the General Registration of Voters scheduled to take place later this year.
Accordingly, the Electoral Commission of Namibia (ECN) is therefore pleased to announce that it will be conducting a second mock voters’ registration exercise of the enhanced and upgraded IMVRS in Khomas Region. This is a continuation of the first mock-registration conducted in randomly selected localities in five regions during the period of 15 – 17 November 2023. The purpose of this exercise is to test the real-time functionality and usability of the voter registration system in preparation for the General Registration of Voters scheduled to take place later this year. The enhanced system leverages mobile technology to make voter registration more responsive, efficient and marking a significant milestone in our efforts to modernise and improve our election processes. Hence, a need to test its functionality and readiness before the actual launch and rollout of the IMVRS. The enhanced system incorporates advanced security and verification measures to ensure the integrity of the voter registration process. This will help to minimise the risk of false registrations and enhance the overall confidence in our electoral system.
We are confident that the IMVRS will greatly improve the voter registration process and make our electoral process more efficient. We look forward to the pilot exercise and eventual implementation of the enhanced system, and are committed to ensuring a fair and efficient electoral process for our electorate. Voter Registration Cards printed during the exercise will be clearly marked “Mock” and will not be issued to potential applicants. The cards will be returned to ECN HQ and destroyed afterwards.
Following the conduct of the second mock registration, political parties and organisations/associations will be kept abreast of any technical challenges or glitches pertaining to the functionality or performance of the system and whether any further enhancements are required before actual deployment during the General Registration of Voters (GRV). Therefore, ECN invites Namibian citizens who are eligible to register to participate in this crucial pilot exercise that will be conducted in Khomas Region (only) from 15 – 16 February 2024. The exercise is limited to selected areas within the Khomas Region not necessarily to disadvantage other regions but to cut on travelling costs. We reiterate our previous request to our key stakeholders, particularly political parties and organisations/associations, to participate in this important registration pilot exercise.
The mock voter registration will take place in the following constituencies and venues:

To participate, a person must be a Namibian citizen, 18 years and above and be able to
identify himself/herself. The following documents will be required:
a) New Namibian Identity document, or
b) Old Namibian Identity document, or
c) Valid Green Namibian Passport, or
d) Namibian Birth Certificate and New Namibian Drivers’ License, or
e) Namibian Birth Certificate and two registered deponents, or
f) Namibian Citizenship Certificate and two registered deponents.
To Register for Local Authority Elections, a person must present the following documentary
proof:
1. In respect of proving residency by means of a:
a) Municipal bill, or
b) Telephone bill, or
c) Lease Agreement, or
d) Statement under oath by applicant.
2. In respect of proving residency by Defence, Police and Namibia Correctional Service
Members:
a) Proof of membership and an affidavit deposed by the commanding officer stating residence
situated in a particular constituency or local authority area or
b) Accounts payable by the member to such force or to State.
3. In respect of proving residency by persons at schools or higher education institutions:
a) Proof of registration or
b) Any statement of registration
NB: Members of the public and the electorate are hereby requested to take note that this is a trial-run exercise is aimed at testing the enhanced voter registration system and the Sample Cards issued during this exercise will be destroyed afterwards and data collected will not be used in any election process.
