Skrywer questions safety of Angolan children at traffic lights

By: Josia Shigwedha

LPM City of Windhoek councillor, Ivan Skrywer, is questioning what procedures would be followed if Angolan children known as “Penge Odollar” were killed in road accidents while selling items or begging at traffic lights.

Skrywer made the remarks during an LPM media briefing in Windhoek on Tuesday, where the party addressed several issues.

Skrywer said that Windhoek residents and tourists have raised concerns about the presence of the Angolan children at traffic lights, claiming that the government has not adequately addressed the issue.

“It is okay until one of them gets bumped by a vehicle. What is the process going to be like? How are they going to be transported? Are they going to be buried here, and what home affair will issue a death certificate document? So, from a government perspective, as a city councillor, you are sitting with these questions to say where we are, what we are doing and what the way forward is.

“The City of Windhoek Chief Executive Officer (CEO) instructed the city police to enforce the bylaws to take them off the streets. Questions are when do we take them off the streets and where do we take them?” questioned Skrywer.

Skrywer said Windhoek’s CEO Moses Matyayi has engaged with Acting Inspector-General of Police Anna-Marie Nainda on the matter, including discussions about how the children managed to enter Namibia.

“What is the method of the entry? And the police said that the children are being disguised in vehicles. And we are saying these are minor children,” asked Skrywer.

The media reports that the so-called Angolan children and their families are now living, selling and begging in several Namibian communities including Windhoek, Oshakati, Karibib and Swakopmund amongst others.
