– The Ministry of Finance and Public Enterprises maintains Namibians are not overtaxed as it may seem because if that were the case the Treasury could have been recording a budget surplus. – In a surprise that has lit up COP28, delegates have agreed to launch a long-awaited fund to pay for damage from climate-driven storms and drought. The EU, UK, US and others immediately announced contributions totalling around $400m for poor countries reeling from the impacts of climate change. – BBC

Uganda have reached the tournament for the first time after a nine-wicket victory over Rwanda.
