Activist Calls for Release of Windhoek Billing Audit Report

Windhoek – Activist Shaun Gariseb has called on the City of Windhoek to release a completed Deloitte forensic audit report into the municipality’s billing system, which he says has been withheld for more than a year.

Gariseb alleges that the report, finalised over 12 months ago, confirms that recent billing spikes experienced by residents are caused by a system malfunction rather than employee misconduct.

He claims that some residents have received unusually high accounts, in some cases escalating from normal monthly charges to tens or even hundreds of thousands of dollars without clear explanation.

According to Gariseb, the continued delay in releasing the report raises serious concerns about transparency and accountability within the municipality, while leaving affected residents without answers.

He further argues that the situation has caused financial distress for many households, with some residents struggling to understand or challenge inflated bills.

Gariseb also alleges that municipal employees were suspended and left in limbo for over a year after being blamed for issues later attributed to the billing system itself.

He says the audit findings reportedly clear staff of wrongdoing and instead point to technical failures in the system.

The activist has warned that continued withholding of the report undermines public trust and denies ratepayers access to important information affecting their accounts.

He has called for the immediate release of the document, stating that it should be treated as public information.

Gariseb added that legal action could be taken if the City of Windhoek fails to disclose the findings, arguing that residents have a right to transparency regarding municipal billing practices.

The City of Windhoek has not yet responded to the allegations.
