Public Urged to Give Input on PPP Bill

Minister of Finance Honourable Calle Schlettwein in 2016 held a Public Private Partnership (PPP) Conference in order to harness PPP’s to finance infrastructure. As Government struggles to fund infrastructure projects, Schlettwein tabled the PPP Bill in the National Assembly in November last year. The National Council has referred the PPP Bill tabled by the minister to a Select Committee in order to scrutinize the provisions of the Bill and reports its findings, conclusions and recommendations to the House on or before 23 February 2017.

The Bill is to promote private sector participation in public service delivery through projects, enable private sector investment for public infrastructure, assets or services, ensure oversight and governance on selected projects, ensure the creation of trained personnel to deal with public private partnership projects, ensure fairness, transparency, equity and competition in awarding projects among others. Public hearings on the Bill will therefore take place from 23 January 2017 until 06 February 2017 in the regions to give stakeholders such as regional councils, local authorities, the business community, tertiary educational institutions, trade unions, Non-Governmental Organisations, and members of the public the opportunity to make concrete written or oral submissions on any of the provisions of the Bill.

“I think it is opportune that some of the benefits that can derive from PPP’s would be the cost effeciencies, certainly the Private Sector tend to deliver projects on time and within budget and where we are as a country struggling with scares resources I think this will be one of the key benefits,“ said Namibia Asset Management CEO Mr. Eino Emvula.
